# Who Writes the Rules, Who Carries the Blame? — Arweave Web Edition

This is the self-contained web edition of the 2026-10-29 author-approved, version-locked paper **Who Writes the Rules, Who Carries the Blame? — Moral Authority, Institutional Control, and Accountability in Artificial Intelligence**.

## Entry point

- `index.html` is the site homepage and must be uploaded at the **root** of the site folder (`WWR_SITE`).
- All document and data links are relative to that root. There are no external CSS/JS/font dependencies.
- The folder should be deployed via **AR.IO Console → Deploy Site** as a website/path manifest, **not** uploaded as one ZIP item or as ordinary individual data items.

## Research and archival boundary

The 11-case exploratory calibration yielded **5 NOT_EVALUABLE, 6 UNKNOWN, 0 determinate**. The candidate version-bound join failed feasibility testing on the selected evidence frame; no representative empirical outcomes, deliberate religious scapegoating findings, or AGI restraint evidence were obtained. Appendix E is a stipulated hypothetical expected-payoff illustration, not a working safety intervention. Human, historical, legal, privacy and empirical review remain outstanding.

This publication does not modify the unchanged **Master Hash Manifest v17** or the **Aegis Mirror Engine**. No v18 is created. Reading the document does not install safeguards.
